PUB welcomes research collaborations that are aligned with the organisation’s mission in supplying good water, reclaiming used water, taming stormwater and resisting rising seas. The opportunities for collaborative research abound for partners in the water and related industries, universities and research institutions (locally and overseas) and creative individuals who share our objective of improving water supply management through use-inspired fundamental research, application and technological development, as well as investment in process improvement,
knowledge management and implementation.
To support this endeavour, PUB offers many opportunities for the collaborative development of new water technologies.
Under the Research, Innovation and Enterprise (RIE) 2025 Urban Solutions & Sustainability (USS) domain, around $220 million has been allocated to drive new initiatives in water technologies and resource circularity.
The USS (Water) domain will further strengthen efforts to develop high-impact innovation which primarily serves to meet national water needs, and promoting their widespread deployment by enhancing the industry’s capacity to commercialise new technologies and create solutions suitable for regional markets. These efforts contribute towards growing Singapore into a global hydrohub, with leading water innovation and enterprise capabilities to capture economic value for Singapore.

Previously known as Competitive Research Programme (CRP) (Water), the Competitive Funding for Water Research (CWR) is a funding scheme part of RIE 2025 strategy to continue to pursue technology development through basic, applied and translational research in specific focus areas, aimed at addressing current and future national needs in water security, sustainability and resilience.
PUB launches Request-for-Proposals (RFPs) in specific areas and/or in the open category. The first two Request-for-Proposals (RFPs) under the RIE2025 CWR programme has been launched for i) Recovering Chemicals & Minerals from the Water Loop, and ii) Projecting the Impacts of Climate Change on Singapore’s Water System.

The Centre of Excellence (CoE) Programme, established in 2006, aims to develop world-class research centres in key water technology areas. The CoE Programme provides funding to CoEs located within our local Institutes of Higher Learning to build up critical R&D expertise, engage industry in collaborative innovation and research, and also serve as training receptacles for R&D talent.
$87 million has been allocated to support R&D efforts in three water technology focus areas: (i) Desalination and Water Reuse; ii) Used Water Treatment; and iii) Waste Reduction and Resource Recovery under the RIE2025. The funding will go towards supporting the Nanyang Environment and Water Research Institute (NEWRI) and Separation Technologies Applied Research and Translation (START) under the CoE Programme.
PUB is looking to work with industry partners to test innovative technologies or solutions in the form of small-scale Proof-of-Concept (POC) and Proof-of-Value (POV) projects (i.e. no more than $90,000 and up to 12 months), to potentially improve PUB's work.

In PUB, we believe that basic and applied research stemming from our needs often result in innovations that produce the most significant benefits to us, our partners and customers. We welcome novel ideas and technologies that enable PUB to increase Singapore’s water resources, improve water quality, while at the same time reduce energy consumption, chemical usage, waste generation and reliance on manpower. Collaborative R&D has often proven to result in the transfer of complementary expertise, hence creating a win-win situation for all parties.
Over the years, PUB’s commitment to create effective research partnerships with local and international research organisations, water utilities and technology solution providers has resulted in a number of collaborative R&D projects.
