Submission Process

Overview

All projects which require BCA Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC), need to obtain PUB clearance for various stages of development.

Development Control (DC) and Detailed Plan (DP) 

Before commencement of Sewerage, Sanitary and Drainage Works, PUB's clearance is required for DC and DP.

DC submission can be made with the PUB-DCCLR form. "No Objection” will be issued for Sanitary/Sewerage and Drainage. 

DP submission can be made with the PUB-DPCLR form for relevant scope of works:

• Works affecting Sanitary
• Used Water Pumping System (M&E)
• Works affecting Sewer
• Reinforced Concrete (RC) Trench for Sewer
• Works affecting Drainage

Clearance Certificates will be issued and works may begin on site thereafter.

Temporary Occupation Permit (TOP)

Upon completion of works affecting Sewerage and Sanitary, the PUB-BPU-COMPOFWORK form can be submitted to request for TOP clearance for Sewerage and Sanitary.

Upon completion of works affecting Drainage required for TOP, the PUB-DRATOP form can be submitted to request for TOP clearance for Drainage.

For projects which do not have works involving Sewerage, Sanitary and/or Drainage, QP has to provide an email or Corenet correspondence with PUB’s confirmation.

Certificate of Statutory Completion (CSC)

Upon completion of all outstanding works affecting Sewerage and Sanitary, the PUB-BPU-COMPOFWORK form can be submitted to request for CSC clearance for Sewerage and Sanitary.

Upon completion of all outstanding works affecting Drainage, the PUB-DD-CSIDRA form can be submitted to request for CSC clearance for Drainage. Additionally, the Handing Over form must be submitted together to facilitate the formal handover of the completed drainage works to PUB.

For projects which do not have works involving Sewerage, Sanitary and/or Drainage, QP has to provide an email or Corenet correspondence with PUB’s confirmation.

[Effective from September 2022] As part of continuous efforts to reduce touchpoints and improve service delivery, PUB issues the Clearance for TOP or CSC to the QP upon issuance of the last TOP Clearance/Compliance Certificate for Drainage or Sewerage required for each project development.
