Singapore, 19 June 2024 - PUB, Singapore’s National Water Agency has launched a tender for the development of a 55 megawatt-peak (MWp) floating solar photovoltaic (FPV) system at Pandan Reservoir. It will be PUB’s second large-scale FPV project, following the first one at Tengeh Reservoir in 2021, which has a capacity of 60MWp.
2 This project will see the installation of floating solar panels on the reservoir’s surface, while ensuring there continues to be adequate space for recreational water activities. The floating solar PV system will cover 22% of the reservoir space. PUB will work with the appointed developer to ensure water quality of the reservoir is maintained and will do so through continuous water quality monitoring. (Please refer to Annex for the conceptual layout of the FPV system at Pandan Reservoir).
3 Scheduled to complete in 2028, the floating solar system at Pandan Reservoir will generate enough solar energy to power the equivalent of 16,000 four-room HDB flats. The FPV will help to reduce carbon emissions by about 27 kilotonnes annually, similar to taking 5,800 cars off the road.
4 The tender will involve engineering, procurement, construction, operation and maintenance of the FPV system. It was launched on 7 June and will close on 26 September 2024.
PUB’s commitment to sustainability
5 PUB has committed to peak our emissions around 2025 and targets to achieve net-zero emissions around 2045. One essential prong of PUB’s decarbonisation strategy is to replace carbon-based energy sources with renewable energy. Since 2015, PUB has been actively implementing solar PV systems on the roofs of our water infrastructure (Bedok Waterworks, Changi Water Reclamation Plant, Choa Chu Kang Waterworks, Marina Barrage, WaterHub and Tuas Desalination Plant) and also on the surfaces of our reservoirs (Tengeh Reservoir, small-scale pilots of 1.5MWp at Bedok Reservoir and Lower Seletar Reservoir). Through this, PUB seeks to generate renewable energy to power our operations and reduce our carbon footprint.
