Guidelines for Stakeholders

Everyone plays a part in keeping our waterways clean.

At all times, Contractors shall ensure that all activities at the construction sites do not cause silty discharge to waterways. 

Useful Reminders and Links

1. Ensure that the price for Earth Control Measure (ECM) is adequately reflected in the tender (refer to Sample Tender Specifications)

2. Engage a Qualified Erosion Control Professional (QECP) to design and implement ECM

3. Provide all project information to QECP (i.e., work sequence, site terrain, soil profile, existing and proposed services alignment) for proper design of ECM

4. Obtain ECM approval from PUB and work with QECP to implement ECM before starting earthwork

5. Carry out a joint ECM audit check with QECP using the ECM site audit form to review the adequacy of implemented ECM upon starting earthworks, with proper documentation (ECM site audit form should be duly signed by the Contractor and QECP)

6. Adopt ECM Best Practices on site at all times

Developers own the site and at all times, shall ensure that all activities at the site do not cause silty discharge to waterways.

4. Audit ECM at development sites and/or require regular ECM reports from contractors

Qualified Erosion Control Professionals (QECPs) are professional engineers engaged by developers/contractors of a development to design and supervise the implementation of ECM at construction sites.
